In her defense Turtle had no idea that her roommate was a bank robber until after she moved in.
Living on her own in Europe she was constantly told by her over protective brother that everyone in Europe wanted to kill her, so no wonder she thought it was average feelings of paranoia, when some red flags came up with her new room mate.
Room for rent the advert had said. See? Nothing about a potential murder as your room mate. Just rooms for rent.
Jessica Flan seemed nice too, she helped 21 year old Turtle move her boxes in, showed her the bathroom, the kitchen and the living room inviting her to share all three, she even said that she was ordering celebratory pizza that night for dinner. Heck it was a full week before she started to wonder if something was actually wrong.
Sure she should have noticed that the TV was “broken”, she should have noticed when Jessie wore different color wigs and drastically different make up every day of the week. But she didn't, we all miss things once and a while so who could blame her? And besides she picked up on the biggest signal. She noticed when Jessie came running into the apartment with blood on her pants and 100 dollar bills falling out of her pockets then she noticed when something was wrong.
But, because she was really getting to like Jessie, she said nothing. Just the day before they had adopted a puppy together, and the tiny malnourished dog now circled around her feet reminding her just how important friendship was. So Turtle assumed the best, not because she thought that Jessie was an entirely law abiding citizen but more because she wanted people to assume the best about her, that and how exactly do you comfort a not so law abiding citizen?
